Dear Mayor Bialostosky, Council President Baumgardner, Councilors Groner, Bryck, &amp; Bonnington, and City Manager Williams,

A Clackamas County jury has thrown out the 2021 Oppenlander Sales Agreement, but that does not mean we cannot start negotiations again with a clean slate.

We want you to hold the School District to its Good Faith commitment made in the spring of 2021 to keep Oppenlander Fields a park in perpetuity, just as it has been for nearly fifty years.

I am a constituent and taxpayer of both the City and School District, i.e., both organizations are fiscally responsible to me. I want a vibrant city and good schools, and this requires fiscal support, prudence, and responsibility.

I believe it is still possible to work out a win-win agreement between the three parties – the City, the District, and the public to which both organizations are accountable.

I do not want Oppenlander developed. We want it to remain an activity-based park, just as it has been for over four decades.

I desire that both organizations continue their prudence while refocusing their efforts on serving the community’s best interests.

I desire a good-faith second chance negotiation with the School District, and I will make the same request of them. Specifically, I will ask that they examine how their actions match their actions and demand they honor their public commitment to help Oppenlander Fields remain a park owned and managed by the City, reflecting a citizen-centric park-restricted transfer price from one government agency to another.

I recognize the City’s Spring 2022 Bond Measure does not cover the $6.5M the School District thinks Oppenlander is worth, but a second negotiation will establish whether the School District will act in support of their stated desire and commitment to the Community to keep Oppenlander a park.

Time is of the essence … I demand prompt action by the City requesting a second negotiation before the District puts the property back on the market.

Pausing for a few more weeks for these negotiations will not notably affect whatever net the District expects to gain from a public sale of Oppenlander.  Not returning to the table is not the Good Faith the District espouses.

A second negotiation will establish whether the School District is acting in support of your stated desire and commitment to the community to keep Oppenlander a park.
